The mission of LEAP is to reduce the multitude of harmful consequences resulting from fighting the war on drugs and to lessen the incidence of death, disease, crime, and addiction by ending drug prohibition.
This week's guests are Executive Director of LEAP, Neill Franklin, and raging libertarian Aaron Moyer.
Neill Franklin is a 34-year veteran of the Maryland State Police and Baltimore Police Department. Early in his career, Neill served as a narcotics agent with the Maryland State police, focusing on everything from high-level drug dealers in the Washington suburbs to the guy growing one marijuana plant on his balcony.
He then hit a turning point, and began to research and evaluate his own experiences in law enforcement. A close friend, Corporal Ed Toatley, was killed in Washington, DC while making a drug deal as an undercover agent. “When Ed was assassinated in October 2000, that is when I really made the turn...[and] decided to make my views public,” Neill explains. He became executive director of Law Enforcement Against Prohibition, LEAP, in 2010.
Founded on March 16, 2002, LEAP is made up of current and former members of the law enforcement and criminal justice communities who are speaking out about the failures of our existing drug policies. Those policies have failed, and continue to fail, to effectively address the problems of drug abuse, especially the problems of juvenile drug use, the problems of addiction, and the problems of crime caused by the existence of a criminal black market in drugs.
Aaron Moyer went to Drexel University and double majored in civil engineering and history. While at Drexel, he started the Student Liberty Front, was Students for Liberty’s first annual Student of the Year, and became a raging libertarian. Upon graduation, he began working for LEAP and now works as a civil engineer. He hopes to one day become governor of Pennsylvania, and his spirit animal is the African Lion.
